VRock developed a composite technical capacity index and a fiscal capacity index for the 753 local governments and seven provinces. VRock developed a survey to access the fiscal and technical capabilities of local and provincial governments and the result of representative sample was surveyed to inform the development and testing of the indices. The indices aided NNRFC to determine fiscal transfer amounts to the local and provincial governments.
