VRock provided legislative support to the Ministry of Energy and was instrumental in the successful passage of the Electricity Regulatory Commission Act 2017. VRock also worked closely with with the Regulation Drafting Committee formed by by the Ministry to draft the Regulations required to help establish the Regulator, which was passed to the cabinet minister.

We carried out many political consultations and facilitated coordination with Ministries and are currently developing a business plan to set up and institutionalization of the Regulatory Commission and well as drafting key Directives to aid the Commission to regulate the Electricity Sector.

We helped the Government further review the ERC bill, both from an international best practice perspective and necessary adjustment to suit the local legislative ecosystem, and in the process conduct high-level stakeholder consultations with the parliamentarians, ministers, bureaucrats, private sector, media and others to highlight the necessity of further revisions to the draft bill so as to preserve purpose for why a regulatory body is required in the first place.
